Blue Mountains Staff Recommend Deferring Grey County Road Transfer Until 2027

The Town of The Blue Mountains is evaluating a proposal from Grey County to transfer ownership of two major roads: Grey Road 13 and Grey Road 113.

A staff report presented to the Committee of the Whole on March 17, 2026 recommends the Town ask Grey County to defer the transfer until 2027 while significant financial and operational concerns are addressed.

The Funding Gap

Grey County has proposed approximately $3.58 million over 10 years in transition funding. However, Town staff have identified a much larger financial exposure:

  • Roads: $16.7 million replacement value
  • Bridge Structures: $5.6 million replacement value
  • Total Infrastructure Exposure: $22.3 million

The proposed funding covers less than 16% of the identified infrastructure costs.

Key Concerns

Capital Funding: Of the $16.7 million in road costs, approximately $12.4 million relates to projects not previously scheduled in the County’s capital plan.

Operational Costs: The County’s proposal focuses on capital infrastructure and does not fully account for ongoing maintenance including:

  • Winter road maintenance
  • Traffic signals and signage
  • Storm sewer maintenance
  • Increased staffing requirements

Bridge Rehabilitation: Three structures require attention, with rehabilitation costs of approximately $1.19 million and combined replacement value of $5.64 million.

What Happens Next

Town staff are recommending Council request that Grey County:

  1. Revise the capital funding formula to better align with actual asset replacement costs
  2. Include operational maintenance funding in the transfer agreements
  3. Hold an additional public engagement session at Town Hall

Negotiations between Town and County staff are ongoing and not yet near finalization. This proposal is being considered and no decisions have been made.

Why This Matters

Road ownership affects property taxes, service levels, and infrastructure quality. Residents on or near Grey Road 13 and Grey Road 113 could see changes in how these roads are maintained if the transfer proceeds.

A similar road transfer initiative was explored by Grey County around 2015 but did not proceed at that time.
